The Challenge

The Toulouse-Matabiau connection on the high-speed rail network, is in an existing city-centre station within the urban fabric of Toulouse. As an important location in Toulouse, in the region, for France and even Europe, this urban area needed to be repositioned and redeveloped.

The main partners of the multi-modal interchange and the associated urban development scheme decided to set a plan for local development and to institute a common project approach. The aim was to define a programme to support future urban transformation.


The Solution

1st Phase: Analysis of the existing commercial offer, both in terms of composition and layout, and an economic analysis at building and district scale

2nd Phase: Conduct an economic impact study and define the major development challenges. This enables definition of the development capacity at district level and facilitates benchmarking the commercial offer of other major urban schemes in close proximity to a major railway station

3rd Phase: Scenario testing and validation to define the programme property types and their location


The Results

This assignment helped to determine the positioning, types of business activities, property types, volumes, construction programmes and to define the commercial programme to be put in place in order to meet the needs of passengers, employed rail residents and the inhabitants of Grand Toulouse, with an integrated approach.
