C&W assisted the town of Argenteuil in implementing a town centre revitalisation policy
Argenteuil town centre has over 300 retail outlets, concentrated in the main around Avenue Gabriel Péri and Rue Paul Vaillant Couturier, also incorporating the Côté Seine shopping centre. Although it enjoyed a departmental boom, since the 1980s the development of the outlying retail offering has weakened the retail fabric of the town centre. Faced with this deterioration, the town sought support in defining and implementing a policy aimed at giving the town centre a new image and enhancing its attractiveness by revitalising existing retail premises and developing a new retail offering.
1st phase: Diagnose the functional and urban retail offering, to identify the potential for development and the challenges associated with revitalising the retail offer.
2nd phase: Definition of revitalisation scenarios and drafting of action sheets detailing each stage in the overall process
3rd phase: Supporting the town in implementing and monitoring the scheme
This work enabled the town of Argenteuil to define the retail section of its town centre scheme and to construct the specifications for planners tasked with its development. Additionally, it also prompted discussion as to the appropriateness of the offering and the modernisation of the Côté Seine shopping centre with its owners (Casino, Unibail-Rodamco) and defined focuses for the development of a food outlet offering with the establishment of new retail outlets in the town centre.
