Advising the town of Massy on an urban scheme to redefine the shopping centre Les Franciades
The Massy Opéra district, a large complex developed in the 1960s, is home to almost 40% of the population of Massy. As part of this major development, in the centre, Les Franciades shopping centre was built.
Located in the centre of Massy Opéra, it accommodates almost 80 retail premises but is suffering from age and dysfunctionality in terms of its urban, commercial and legal organisation. Requiring a boost to maintain its role as a district centre and as a municipal centrality, it constitutes a significant challenge for the development and balance of the district of Massy Opéra.
To appraise its capacity for development, the town of Massy required a feasibility study for the restructuring of the Les Franciades, incorporating commercial, architectural and urban aspects as well as legal and financial issues.
1st Phase: C&W analysed the existing commercial offering, both in terms of composition and organisation, and held meetings with retailers.
2nd Phase: We carried out an economic impact study and put forward a development programme outlining several scenarios for retail restructuring.
3rd Phase: C&W carried out scenario testing and validation for retail redevelopment as part of the urban scheme and called for proposals from potential development partners.
C&W helped to determine the appropriateness of, and the conditions for, the restructuring of the Les Franciades centre into a district shopping centre that captures retail market share and is an important local presence within the Massy Opera. The study culminated in the launch of a call for tenders which led to the retention, in late 2011, of a development partner to execute the first phase of the operation.
